| The guidelines to form a KDVA
Detachment in your area require advanced planning and structure.
The granting of a charter is subject to the investigation
and approval of National leadership and the Department of the
State governing the proposed Detachment.
The decisions of these two governing bodies are final.
No KDVA Detachment will be a lawful entity without these
approvals and rogue Detachments using the KDVA name will be
legally closed down.
